Why is Web Site Location disabled creating a web project?

If when creating a new web site, the New Web Site dialog's Location the text box is disabled, close the dialog then do the following:

1. Select Tools | Options from the Visual Studio menu

2. In the left pane of the dialog select Projects and Solutions | General.

3. In the right pane of the dialog make sure the Save new projects when created checkbox is selected.

4. Click OK to close the dialog.
